Priority Parking Area B1 and the Fettes Area
Proposed Controlled Parking Zones
When communities across the city asked us to tackle parking problems, we carried out parking surveys to identify where problems were present. Having identified parking pressures in Priority Parking Areas (PPAs) B1, B4 and B5, as well as the Fettes area, we asked for public feedback. The feedback told us that residents can struggle to find parking near their homes, and that there are issues with long-term parking of non-resident vehicles and inconsiderate or dangerous parking.
Priority Parking Areas B4 and B5
In September 2026, officers recommended that Committee remove the CPZ proposal in the B4 and B5 PPAs, in view that recent parking monitoring data no longer indicated a need for a CPZ. Committee approved the removal of this proposal, meaning that the existing PPAs will remain in place. Officers will monitor the PPAs and consider opportunities for additional parking places where possible in the future.
Priority Parking Area B1
A CPZ has been proposed in the B1 PPA to reduce and resolve the parking concerns noted via the feedback the Council received and the information gathered during parking surveys. Although priority parking restrictions are currently in place Monday to Friday from 10am to 11.30am in the B1 PPA, feedback indicated that parking issues often occur out with the current restricted period. The proposed CPZ would operate from Monday to Friday, 8.30am to 5.30pm.
The Fettes Area
The proposal for the Fettes area, is to introduce a new CPZ. The proposed CPZ would operate between 8.30am and 5.30pm, Monday to Friday, with all kerbside space being controlled, typically using parking places or yellow lines.
Parking Permits in the B1 PPA and the Fettes Area
All of the permits that are currently available in the B1 PPA, including permits for residents, visitors, tradespeople and health and social care workers, would be available in the proposed CPZ. Existing permit holders would require a new permit in view that the proposed CPZ would be restricted Monday to Friday, 8.30am to 5.30pm. The aformentioned permits would also be offered in the Fettes area if the proposal were to proceed.
Formal Advertisement of Proposals for Priority Parking Area B1 and the Fettes Area
The formal advertisement period for the above proposals started on 6 June 2025 and ended on 4 July 2025. During the period, the Council advertised the proposals under their respective Traffic Regulation Orders (TROs) and sought feedback, in the form of comments and objections.
