Building condition survey and next steps
Westfield Court is a multi-storey block originally built in 1952 as a block of 88 social rent flats. The building is now a mixed tenure block containing 94 flats. Currently, we own 32 flats and 62 flats are in private ownership. Due to its age, the building is now in need of significant repairs and investment to bring it up to modern standards. The improvements are part of a project to modernise 44 multi-storey blocks across the city.
Over the last five years we have planned various repairs for Westfield Court. Owners in the block are aware of these works and have been involved in the decision-making process. Unfortunately, several issues have prevented certain works from going ahead - for example presence of asbestos or disruption to residents. Contractors have also let us down in some cases and it has proved difficult to find a contractor able to do the repairs.
We commissioned a building condition survey to gain a full picture of works needed to the entire building to allow us to understand the extent of the potential repairs. The purpose of the survey was to determine the current condition of the building fabric, structure and services within the building. Both the full report and a summary document were prepared on behalf of the Council by the consultant Atkins Realis. We shared the results and recommendations of this survey with owners and residents in the block on 25 June 2025.
The report contains details on:
- all mechanical and electrical services including the communal heating system
- the building fabric (the roof and external wall cladding)
- a structural assessment of the building
- the fire risk assessment
- areas of the building that require repairs to prevent, for example, further deterioration
- cost estimates for the recommended work.
However, we are still at a very early stage of the process, no decisions have been made. We want to make sure that all owners are included in the decision-making process as we move forward.
We have actioned some essential emergency fire safety work. the contractor is on site in July 2025.
