Where, when and how to comment

We started introducing the changes across the city, in phases, in June 2021.  

Where there are currently parking restrictions, we need to secure Traffic Regulation Orders (TROs). This is a legal process we use to make changes to parking and road layouts ensuring stakeholders can become actively engaged in the process. We’re working in partnership with a range of other teams to make sure we can deliver all our different work programmes in the most efficient way possible and keep disruption to a minimum. These include the strategic parking review as well as other improvement projects.

Details of proposed timescales for each phase are shown on the map below - click on your area for more details - you can find your street with the search icon in the top right corner.

More information for each phase is provided below the map, and we will add bin locations for these as they become available.

Phase 1 – Leith and surrounding areas

The work installing the on street bin hubs started in January 2022 and is now complete, with bin locations shown in the links in the map.

Improvements to bins in off street locations are also completed.

Phase 2 – Gorgie, Roseburn and Corstorphine

The work installing the on street bin hubs started in January 2023 and is now complete, with bin hub locations shown in the links in the map.

Improvements to bins in off street locations are continuing. 

Phase A –  Portobello, Newhaven South,Trinity, Forth and other areas

The work installing the on street bin hubs in Portobello, Newhaven South and Trinity started in November 2022 and is now complete, with bin locations shown in the links in the map. 

Plans for on street locations in Forth will be available in due course. Aside from Forth, the majority of the areas included in phase A have mostly off-street locations, for example, private developments for which the TRO process is not required. These are being assessed and changes made on an on-going basis.

Phase 3 – Inverleith, Hillside and Broughton and Marchmont

All locations within phase 3 which include controlled parking zones N1, N2, N3, N5, S1, S2, S3, S4 were subject to a TRO process in December 2021.  These were approved by Transport and Environment Committee. The work installing the on street bin hubs started in September 2023 and is now complete, with bin hub locations shown in the links in the map.

A few other locations in South Morningside and Queensferry Road at Ravelston require a different TRO, which is being advertised in Winter 2023/24. The updated plans are now in the map. Improvements to on-street bins are planned from summer 2024.

Improvements to bins in off street locations are currently ongoing.

When works are about to start on your street, we will send you a postcard to let you know. We will also keep your community councils and Councillors up to date. Once works are underway, we will send you information about the changes and how to best use the recycling service.

Phase 4 – Southside, Newington, Prestonfield, and some parts of Stockbridge and Canonmills

All locations within phase 4 which includes controlled parking zones 3 to 8 were subject to a TRO process in December 2023. These were approved by Licensing Sub-Committee of the Regulatory Committee. Engagement took place in July and some changes to locations were made. The updated plans are shown in the map.  Improvements to on-street bins are starting in February 2024.

Improvements to bins in off street locations will start around the same time.

When works are about to start on your street, we will send you a postcard to let you know. We will also keep your community councils and Councillors up to date. Once works are underway, we will send you information about the changes and how to best use the recycling service.

Phase 5 – World Heritage Site – City Centre and parts of Inverleith

This includes on-street locations within the World Heritage Site and controlled parking zones 1 to 6. Transport and Environment Committee approved the implementation of the project in some parts. We expect to update this in the map in February / March 2024.The TRO and engagement for this phase will start from spring / summer 2024.
