Complete this form if you
- have a child or children
- are a young person over the age of 16, receiving benefits in your name
attending a primary or secondary school within the City of Edinburgh Council area.
Do not use this form to apply for children in early years settings.
Only one application form is required each school year. Do not submit multiple forms.
All children in P1 to P4 receive free school meals, but you must apply to receive free milk and a clothing grant. From January 2022, all children in P5 will receive free school meals.
If parents share care of a child equally, but one parent receives Child Benefit (or other benefits for the child) that parent should apply for Free School Meals/Clothing Grant as they will be considered the main carer for Free School Meals/Clothing Grant purposes.
If neither parent receives any benefit for the child and the child is not included in a Council Tax Reduction/Housing Benefit claim, both parents must satisfy the eligibility criteria for Free School Meals/Clothing Grant. We are unable to split payment therefore, parents should agree who is to receive the Clothing Grant payment and any holiday payments.

Find out if you match the conditions to claim free school meals on the Scottish Government website. If you receive one of the eligible benefits you can apply. We will ask you to upload documents to confirm which of these benefits you receive when you complete this application. You may want to scan these documents before you start the form. PDF files are best for scanned documents.
If you can’t upload the documents with your application you can send them to us later. Sending documents later may result in your application taking longer to process.
We, the City of Edinburgh Council, use the information you provide to process your claim for Free School Meals, Milk, and Clothing Grant.
Where allowed by law, we may pass your information to organisations such as
- the Scottish Government
- Department for Work and Pensions
- HM Revenue and Customs
We may check information you have provided, or information about you that someone else has provided, with information we hold.
We may get information about you from third parties, or give them information to
- make sure the information is accurate
- prevent or detect crime
- protect public funds.
These third parties include
- government departments
- local authorities
- private-sector companies, such as banks and organisations that lend you money.
We will not give information about you to anyone else, or use information about you for other purposes, unless the law requires us to.
We may use your information to identify whether you are eligible for other benefits, such as Housing Benefit and Council Tax Reduction.
