Local Government employees, Craft, and Chief Officers
National pay awards are negotiated between COSLA and Trades Unions on an annual basis. Pay awards are normally applied from 1 April for Local Government Employees (LGEs), Craft and Chief Officers. Where pay awards are agreed after this date the changes to pay will be backdated to 1 April.
2024 to 2025 pay award
The 2024-25 pay award for Local Government Employees is effective from 1 April 2024. This pay award is currently being discussed at the national level. We’ll publish more information as it becomes available, so please check back regularly for any updates.
2023 to 2024 pay award
The 2023-24 pay award for LGEs, Craft, and Chief Officers was implemented in December 2023, backdated to 1 April 2023.
LGEs pay award
Pay awards are pro-rated for those colleagues working on a part-time or term-time basis.

- Scottish Local Government Living Wage: Hourly rate for 2023 to 24 is £11.89.
- National payments: The rate of the National First Aid Allowance will be negotiated separately.
- Local payments: Working time payments and other local payments will be uplifted by 6.05% from 1 April 2023.
- Craft tools and overalls allowances: These allowances will be uplifted by 6.05% from 1 April 2023.

Craft Apprentice pay award
- The salaries quoted are full-time equivalent salaries.
- Craft Apprentice SCPs 461A and 462A are topped up to the Scottish Local Government Living Wage of £11.89.

Chief officer pay award
- The 2023 to 2024 pay award for Chief Officers has been agreed and from 1 April 2023 this was a 6.05% increase in salary.
- Employees in scope were paid on Thursday 21 December 2023, backdated to 1 April 2023.
