Where, when and how to comment

We are introducing the changes across the city, in phases, starting from June 2021. The changes to on street bins will start in November 2021 in Craigentinny, followed by Leith Walk and Leith, as part of phase 1 as detailed below.

Where there are currently parking restrictions, we need to secure Traffic Regulation Orders (TROs). This is a legal process we use to make changes to parking and road layouts ensuring stakeholders can become actively engaged in the process. Bin hubs will be introduced when possible while other road works are carried out. This means the timing depends on other projects.  

We’re working in partnership with a range of other teams to make sure we can deliver all our different work programmes in the most efficient way possible and keep disruption to a minimum. These include the Strategic Parking Review as well as other improvement projects.

Phase 1 – Leith and surrounding areas

Leith, North Leith, Leith Walk, Pilrig and Abbeyhill areas are subject to a TRO process which is taking place in October 2021 as part of the Strategic Parking Review.  These areas are shown in the map above, and you are able to provide feedback on the plans, including the on street bin locations through the TRO process.

For other areas in phase 1, feedback is now being reviewed. We expect that these changes will start in November 2021.

When works are about to start on your street, we will send you a postcard to let you know. We will also keep your community councils and Councillors up to date. Once works are underway, we will send you information about the changes and how to best use the recycling service.

Improvements to bins in off street locations started in June and we will contact you directly when this affects you.

Phase 2 – Gorgie and surrounding areas

Some areas including Gorgie, Gorgie North and Shandon are subject to the TRO process in October 2021 as part of the Strategic Parking Review. These areas are shown in the map above, and you are able to provide feedback on the plans, including the on street bin locations through the TRO process.

Improvements to bins in off street locations will start at the same time

Phase 3 – Inverleith, Hillside and Broughton and Marchmont

All locations within phase 3 which include controlled parking zones N1, N2, N3, N5, S1, S2, S3, S4 will be subject to the TRO process during November 2021. You will be able to provide feedback to the on street bin locations through the TRO process, when available.

Improvements to bins in off street locations will start at the same time.

Phase 4 – City Centre, Inverleith, Southside

All locations within phase 4 which include controlled parking zones 1 to 8 will undergo a TRO process. You will be able to provide feedback through the TRO process once this is live.

Information events will be held for these areas in October and November, to advise local residents about what the bin hubs will look like, and answer questions. 

Phase A – Portobello and Forth

Plans for on street locations in Portobello and Forth will be available in due course. Aside from Portobello and Forth, the majority of the areas included in phase A have mostly off-street locations, for example, private developments for which the TRO process is not required. These will be assessed and changes made on an on-going basis.
