A new primary school and changes to Common Good
We are proposing to build a new Primary School and Early Years Centre as part of an enhanced community hub co-located with Jack Kane Centre, including a new competition standard BMX track.
We want to meet the demand created by new housing developments in the surrounding area, and make Hunter’s Hall Park a safer, more accessible and more enjoyable place to spend time.
As part of these plans, we are proposing
- changes to the Common Good status in parts of the park,
- closing and relocating Greengables Nursery to the new Primary School and Early Years Centre,
- and changes to some local school catchment areas.
These proposals will help us deliver new, fit for purpose services and better leisure and education facilities that support people across Niddrie and Craigmillar.
Our latest engagement activity
We ran the second phase of a three-part consultation from 7 October to 9 December 2025, including
- an online survey,
- three public drop-in events at Jack Kane Community Centre, Castlebrae Community Campus and Niddrie Mill Primary School,
- two public meetings at Castleview Primary School and Greengables Nursery,
- and meetings and workshops with local stakeholders and community groups.
During this second phase of the consultation we asked for people's views on the various elements of the proposals. You can find more information on the proposals and our engagement process on the Consultation Hub.
You can read the Outcomes Report from this engagement. This report will be considered at the full meeting of the City of Edinburgh Council on Thursday 19 March 2026. It seeks approval to establish a new primary school (and associated catchment changes), and the closure and relocation of Greengables Nursery to the new school site. As yet, no decisions have been made.
The report seeking to revoke Common Good status from areas of Hunter’s Hall Park was considered by Culture and Communities Committee on 11 February 2026. Councillors agreed to defer a decision on this until further consultation has taken place, especially around the changes to green space and the potential environmental impact on the site.
Next steps
If the recommendations in the report are approved on 19 March, we will begin work on the design of the new school. This means that if people agree that a new school is required (and that Hunter’s Hall Park is the right location), we will work with the community to develop a design for the new school. This design work would also consider improvements to the Jack Kane Centre.
When we have prepared draft designs and undertaken detailed environmental and traffic impact assessments, we will begin the third and final phase of engagement. This engagement will ask people for their views on the designs, and whether Common Good status should be revoked from affected areas of Hunter’s Hall Park so that the designs can be built.
