Edinburgh Integration Joint Board Grant Programme 2019/ 22

A review of the former Health and Social Care and Edinburgh Community Health Partnership grant programmes has been carried out.  The programmes have now been combined into a single grant programme and incorporate funding associated with the health improvement fund (HIF) and advice. 

The priorities of the new programme align to the draft Strategic Plan 2019-22 and focus on tackling inequalities and prevention and early intervention.

The grant allocations for 2019-2022 were approved by the Edinburgh Integration Joint Board at its meeting on 14 December 2018. 

In addition, the Board agreed the recommendations outlined below.

The Edinburgh IJB

  • agree to incorporate the funding associated with the health improvement fund (HIF) and advice into the Edinburgh IJB grant programme; 
  • agree the recommended grant allocations; 
    • instruct the IJB Chief Officer to work with organisations previously funded, but who have been unsuccessful in their grant application, to ensure that service users facing a loss of service are offered appropriate alternative support; 
    • instruct the IJB Chief Officer to work with organisations as above to assist with identifying alternative funding sources or restructuring as appropriate; 
    • and that successful grant applicants be requested to prioritise working with service users affected by grant cessation; 
    • to use the final integrated impact assessment to inform the work above; 
    • instruct the IJB Chief Officer to provide progress reports on the points above.
  • delegate responsibility to the Chief Officer to issue grants in line with these recommendations subject to further financial assurance checks; 
  • does not delegate authority to the Chief Officer at this time to institute the process for the Innovation Fund and to issue grants in line with the recommendations of the Grants Review Steering Group; 
  • establish a collaborative forum to engage with 3rd sector to jointly develop a programme of community led support.

The OneCity Trust aims to promote social inclusion in Edinburgh. The Trust carries out and funds projects that help alleviate the impact of inequalities and poverty among people in the city and advance and promote
