How the Council is organised

The Council’s Chief Executive is Andrew Kerr. We also have four Executive Directors:

  • Deborah Smart (Corporate Services)
  • Amanda Hatton (Children, Education and Justice Services)
  • Pat Togher (Edinburgh Health and Social Care Partnership)
  • Paul Lawrence (Place).

The Council is made up of four directorates, each split into various service areas:

  • Corporate Services: This area includes services like Human Resources, Finance, Procurement and Communications. This is also where workforce change is planned and delivered, and where we form partnerships with our Elected Members.
  • Children, Education and Justice Services:This area oversees all of our schools, education and lifelong learning. We are also responsible for libraries & community services. This area also oversees Children’s social services and the work that goes on to support vulnerable groups like refugees, victims of domestic abuse and ex-offenders.
  • Edinburgh Health and Social Care Partnership: This directorate is a partnership between the City of Edinburgh Council and NHS Lothian, managed by the Integration Joint Board. We work together to provide health & social care services like Adults social services, older persons care & primary care services.
  • Place: This area is responsible for the planning, development and management of the city. Services include waste & cleansing, parks & green spaces, housing & homelessness and transport. Place also look after our cultural venues and events.
