Community councils and the planning system

Community councils have a crucial role to play in the planning system. Development happens to allow the city to grow for future needs and by expressing local views, community councils can have a real say in how this happens.

Planning Advice Note 47 on Community Councils and Planning by the Scottish Government sets out how community councils can get involved in planning proposals. This includes details of statutory timescales and procedures for consultee status. The Scottish Government has also produced A Guide to the Planning System in Scotland.

The Edinburgh Development Concordat sets out how communities, developers and the Council can work together when development is proposed.

View and comment on planning applications

Planning applications are displayed publicly online, where comments can also be submitted.

Pre-application consultation with communities

Proposals for national and major development need consultation with the community at least 12 weeks before an application being submitted.

A Proposal of Application Notice (PAN) must be submitted and approved by the Council. View guidance on the pre-application consultation process (PDF).
