Strategic Development Plan

The Strategic Development Plan (SDP) sets out the vision for the long term development of the south east of Scotland area. The plan is produced by SESPlan and covers six local authorities

  • City of Edinburgh
  • Scottish Borders
  • East Lothian
  • Midlothian
  • West Lothian
  • Southern Fife

The first SDP for 2009 to 2032 was approved by Scottish Ministers in June 2013.

Strategic Development Plan 2

SESplan's second Proposed Strategic Development Plan was submitted to Scottish Ministers for examination on Monday 26 June 2017. The examination of the plan commenced in August 2017.

On 20 July 2018, the Planning and Environmental Appeals Division (DPEA) completed their examination. Download the report from the DPEA website or on the Proposed SDP page of the SESplan website.

The report has been submitted to the Scottish Ministers, who will now review its content and approve the second Strategic Development Plan in whole or in part, with or without modifications or they may reject it. We expect a decision on the plan in the autumn.
