Managing Traffic in Central Edinburgh

The Road Traffic Regulation Orders, which are required for the implementation of the Central Traffic Management (CETM) Proposals, were advertised on 2 April 2002. (Road Traffic Regulation Orders are the legislation which define where and when traffic is either permitted or prohibited, e.g. where parking or loading is allowed, the period during which a road closure will apply, etc.)

A public hearing of objections, which was chaired by Scottish Executive Reporters, Mr Richard Hickman CBE, MA, BA, Dip TP, MRTPI and Mr Ronald Jackson LLB, concluded on 18 March 2003.

The Reporters published their findings in June 2003 and an electronic version of their report can be downloaded in 'pdf' format by clicking the icon at the bottom of this screen.

The Reporters recommended that five changes be made to CETM proposals to address a number of concerns raised by objectors. The Director of City Development submitted a report to the Council on 18th September 2003 recommending that the Reporters' recommentations should be adopted and that the scheme should be progressed on that basis. The Council approved this and the Orders were made on 6 February 2004. Construction will start early in 2005 and the scheme will be fully implemented by 16 October 2005.
