The Report of the Death of Caleb Ness

Caleb Ness was born on 30 July 2001 and died 11 weeks later on 18 October 2001. The baby's father, Alexander Ness, pled guilty to culpable homicide and was sentenced in March 2003 to 11 years imprisonment.

As Caleb was the subject of Child Protection procedures at the time of his death, the City of Edinburgh Council asked the Edinburgh and Lothians Child Protection Committee to undertake a comprehensive inquiry. The review was carried out under the independent chairmanship of QC Susan O'Brien.

On 7 October the report with 35 recommendation was received by the Council for full discussion at the Council meeting on Thursday 16 October.
