Edinburgh and Lothians Structure Plan 2015

The Edinburgh and the Lothians Structure Plan 2015 was approved with modifications by Scottish Ministers on 17 June 2004. It constitutes the structure plan in force for the purposes of Section 24 of the Town and Country Planning (Scotland) Act 1997. It repeals and replaces the Lothian Structure Plan.

The Planning etc (Scotland) Act 2006 provides for the removal of Structure Plans and the creation of Strategic Development Plans (SDPs). Designation Orders are expected to come into force on or around 25 June 2008 requiring the following six constituent councils to come together to create a strategic development plan authority for the Edinburgh city region: the City of Edinburgh, East Lothian, Midlothian, West Lothian, Fife and Scottish Borders councils.

In terms of the changeover to the new system, the Scottish Government (SG) has confirmed its intention to lay the development planning regulations before Parliament in September 2008 and bring them into force in January 2009. The SG has set all SDPAs a non-statutory target of submitting a modified proposed plan to ministers within two years of commencement.
