City Centre Development FrameworkBackgroundOn 4 October 2007 the Council approved a framework document to guide future thinking on the further regeneration of Edinburgh city centre and in particular Princes Street. The development framework focuses on the regeneration of Princes Street within the context of the wider city centre. A successful city centre, and in particular a successful Princes Street, is essential if Edinburgh is to maintain its position as the principal focus of activities which are integral to its role and function as a capital city, a regional service centre and major tourist destination. The framework document sets out key development principles to guide and co-ordinate development and investment in Edinburgh city centre, and complements the Edinburgh City Centre Action Plan 2005-2010. Next StepsThrough the development framework, the Council will seek to guide and co-ordinate development and investment, creating a retail-led, mixed use area - encompassing shopping, cultural, leisure, entertainment, business and residential uses while continuing to safeguard and enhance the built heritage. The City Centre Princes Street Framework will inform the preparation of development briefs for individual urban blocks along Princes Street and will be a material consideration in the determination of planning applications that come forward for the city centre. CCPSDF Strategic Environmental AssessmentFollowing an initial scoping exercise as part of the Strategic Environmental Assessment (SEA) process a Scoping Study was submitted to the Consultation Authorities: Scottish Ministers, Scottish Natural Heritage (SNH) and Scottish Environmental Protection Agency (SEPA). Based on the Scoping Study and the Consultation Authorities' formal feedback, a full SEA was undertaken to identify, describe and evaluate the likely significant effects on the environment of implementing the CCPSDF and its reasonable alternatives. An Environmental Report was prepared in order to document the SEA findings and was subject to a period of formal consultation. The consultation period has now been completed and the SEA Post-adoption Statement prepared. The Statement indicates how the SEA findings, and also consultation feedback relating to the Environmental Report, have been considered and addressed. SEA Environmental Report (Updated September 2008) Development Brief: Princes Street – Block 10On 15 May 2008 the Council approved a development brief to guide the future reuse and development of the former Royal High School on Regent Road and a section of Calton Road. This followed a period of formal consultation. The overall aim of the development brief is to address the continued under-use of the former Royal High School and to promote investment in the buildings through sustainable uses. The brief seeks to coordinate the reuse and development within the area and consider options to better connect this part of the city centre. To maximise these opportunities, owners and developers will work together, alongside the Council and public sector bodies, to maximise the potential of this area and address current problems of under-use and poor connectivity. Princes Street Heritage FrameworkThe Princes Street Development Framework was approved by Planning Committee on 15 May 2008. It focuses on the regeneration of Princes Street, setting out development principles to guide and co-ordinate development and investment. One of the three overarching principles is to reconcile the needs of the historic environment with the requirements of contemporary users. The Princes Street Heritage Framework was undertaken in order to provide a tool to enable development to achieve this principle. The intention is to deliver a regeneration project that enhances Princes Street and the World Heritage Site, whilst preserving its Outstanding Universal Values. The purpose of the Heritage Framework is to better understand the features, details and planned form which give the area its historic character and identity. The study establishes the historic significance of the surviving James Craig plan, the townscape and the individual historic structures, thereby providing a basis for the regeneration of the Princes Street area through enhancement, adaptation and redevelopment. The study will ensure that the historic environment is considered as a key aspect of the development process, whilst offering opportunities for regeneration and investment in this part of the World Heritage Site. As a supplement to the Princes Street Development Framework, it will be a key tool for the preparation of development briefs and conservation plans for individual buildings and whole blocks on Princes Street, and will influence how the area is protected and regenerated. It should encourage those involved in the site to think about the plan and built fabric in a structured way, to assess how and why it is significant, and how it should be managed in order to conserve its cultural significance.
