The Council

The City of Edinburgh Council is made up of the 58 councillors and for legal purposes is the 'local authority'.

The full Council meets once a month on a Thursday and is chaired by the Lord Provost.

The full Council is responsible for:

• electing the Lord Provost and Depute Convener
• appointing the Chief Executive and Chief Officials
• appointing the Committees
• approving standing orders and other Council rules
• deciding on strategic objectives and corporate policies
• setting the annual budget and Council Tax
• reviewing the capital investment programme
• taking other major decisions
• delegating functions to officers.

The Council meeting also provides the opportunity for members

• to question the Leader of the Council and conveners of Executive Committees on their political leadership and the performance of Council services.
• to initiate new business by way of motions for debate or calling for reports
