Personnel Appeals Committee
The functions of the Personnel Appeals Committee are:
- to hear and decide appeals against a decision taken, or a failure to take a decision, by a Head of Department, or his/her nominee, under the procedures for hearing Employee Grievances
- to hear and decide appeals against a decision
- to dismiss or take other forms of punitive disciplinary action; or
- to issue a warning oral or written, under the Procedure for consideration of Appeals by Heads of Department against Disciplinary Action and the Procedure for Consideration of Appeals against Disciplinary Action
- to hear and decide disputes under the Avoidance of Industrial Disputes Procedure.

Committee on Pupil and Student Support
The functions of this committee are:
- to consider requests for placing in schools from parents whose children cannot be admitted to schools of their choice
- to consider appeals from parents against refusals by the Director of Children and Families to grant bursaries, free meals and clothing
- to consider appeals from parents against decisions by the Director of Children and Families to refuse early admission to primary school.

Placing in Schools Appeal Committee
The function of this committee is to hear and decide on appeals from parents against decisions of the Council to refuse placing requests or exclude pupils, for the purpose of Section 28 of the Education (Scotland) Act 1981.
Membership of the Committee is drawn from each of three Panels:-
Panel 1 – Members of the Council and religious representatives on the Executive for Education functions.
Panel 2 – Parents of school age children
Panel 3 – Persons with experience in education or acquainted with educational conditions in Edinburgh.
Social Work Complaints Review Committee
To consider complaints on the discharge of social work functions and make recommendations to the Executive.

The members of the Committee are not Councillors. They are recruited by public advertisement.
Committee on Discretionary Rating Relief Appeals
The functions of this committee are:
- to review decisions taken by the Director of Finance to refuse discretionary rating relief
- to consider representations from organisations or individuals, justifying the granting of discretionary rating relief to them
- to decide whether or not to grant discretionary rating relief as a result of considering the organisation's or individual's representation
- to decide what, if any, conditions should be fulfilled prior to discretionary rating relief being granted.
