The City of Edinburgh Council administers the issue of all blue badges in Edinburgh and works hard to ensure that misuse of the Blue Badge scheme is minimised.
The Blue Badge scheme is a European recognised scheme for people with disabilities who find it difficult to get around without using a car. The scheme affords blue badge holders a number of parking concessions allowing them to park close to their desired destination.
Blue badge misuse:
- prevents those with a genuine need from parking near where they need to go and could be the difference between a disabled person getting to their destination or having to abandon their journey.
- damages the credibility of the scheme.
Blue badge misuse is a crime and anyone found using a badge fraudulently may be subject to a fine, a criminal prosecution and the badge may be withdrawn.
In Edinburgh, an investigation team has been set up in order to combat blue badge fraud. Our team of investigators work in conjunction with the public, the Police and other Local Authorities to identify blue badges that are being used incorrectly and to prosecute those involved.

If reporting the suspected misuse of the badge, we would be grateful if you could supply us with the following information:
- Details of the registration, make and colour of the vehicle on which the badge is being used.
- The blue badge number.
- The name of the street on which the vehicle is parked.
- Details of any usual arrival/departure times of the vehicle (if known).
- A description of anyone seen in the vehicle or known to use the badge.
- Any other information you think will assist us in our investigations.
