Edinburgh City Local Plan
IntroductionThe Council is preparing a new local plan called the Edinburgh City Local Plan. It sets out the Council's development objectives until 2015 setting out what it wants to see happen in terms of housing, shopping, offices and other forms of development, and where. The plan deals with these issues of land use, and also the design of new development and will replace five local plans which presently cover the main urban area of the city. These sit alongside the Rural West Edinburgh Local Plan, which was adopted on 1 June 2006. A finalised version of the new Edinburgh City Local Plan was approved by the Planning Committee on 22 March 2007. The finalised Plan takes account of responses to the draft Plan and incorporates changes where appropriate. A summary of the Council's responses to comments and the consultation process to date is contained within the Local Plan Statement of Publicity and Consultation. An Environmental Report has also been prepared which sets out the likely impact of the Plan on the environment. ObjectionsThe finalised Plan was placed 'on deposit' for a statutory six week period from 25 May until 6 July 2007. During that period, 656 objections to matters in the plan were submitted to the Council. These have been considered and were reported to the Planning Committee on 4 October 2007. Mr Richard Bowden BSc (Hons) MPhil MRTPI, has been appointed by the Council as the Reporter to conduct the Inquiry. Mr Dan Jackman BA (Hons) MRTPI has also now been appointed by the Council as a second Reporter to conduct the Inquiry. Over 350 responses were received to the draft plan and covered over 1,500 specific points. BackgroundA project brief (pdf, 631kb) for the local plan was produced at the start of the preparation process. An issues paper (pdf, 1.5MB) on key issues was produced in June 2005. A summary of the responses to that initial consultation (pdf, 1.5MB) is available. A draft version of the local plan was approved in March 2006 and subject to consultation between May and June 2006. The draft plan is no longer to be used for development management purposes but its written statement may be viewed below: Part one - Draft Edinburgh City Local Plan (pdf, 91kb) A number of research studies have informed the preparation of the local plan. The Council has prepared and published a Charter for its local planning service, which relates the statutorily required steps to the standards of service that it will seek to provide and the timescales that it will seek to achieve. The Charter standards remain broadly valid.
