Planning Service Charters are available for each main service area in Planning and Strategy as follows: Access to Planning Information The Charters are aimed at clarifying the processes involved in the delivery of these services and are accompanied by the Service Standards which you can expect to receive. Each Charter follows a similar format describing the processes of the service, opportunities for public involvement or comment, how decisions are made, how to make a complaint, and Contacts. The Charters are subject to annual review, and are reprinted and reissued as required. There has been an update to the ombudsman contact details: Development Control CharterThe Development Management service deals with planning applications, monitors development, and provides advice to applicants and the community. A framework for development is set out in Government guidance, principally contained in Planning Advice Notes and Scottish Planning Policies (formerly National Planning Policy Guidelines), and the Structure and Local Plans for the city (see below). These are supplemented by non-statutory guidance approved by the Council, such as that contained in the Development Management Handbook, and any other material considerations. Opportunities for members of the public to make representations on planning applications (including time limits) are described in the Charter. Local Planning CharterThe Structure Plan and the adopted Local Plan for the area are together known as the Development Plan. They provide the Council's statutory policies and proposals for the development and use of land - Edinburgh & Lothians Structure Plan; Local Plans. Planning guidance contained in the Structure Plan is of a broad and strategic nature, while local plans set out more detailed policies and specific proposals which guide the day to day decisions on planning applications. The opportunity to influence the content of local plans is described in the Charter, and Service Standards and time limits for responses are clearly set out. Planning Enforcement CharterThe Planning Enforcement service looks at potential breaches of planning control, takes action where breaches of control have occurred and provides advice to the recipients of enforcement action and the community. Planning Enforcement can be a complex process, and the aim of the Charter is to ensure that procedures are fair and reasonable, and that interested parties are kept informed and aware of what is required. Street Naming CharterThe Charter sets out the methods followed by the Council in naming and renaming streets and numbering or renumbering properties. Street names can strengthen the individuality of a place or define local history and the Council emphasises local agreement before a new street name is chosen. Street naming is governed by legislation and can affect many different people as well as the character of the City as a whole. Tree Protection CharterWoodlands trees and hedgerows are important features contributing to landscape quality, local amenity and nature conservation. They help to define the character of an area, contributing to its attractiveness as a place to live and work Local Authorities have specific powers to protect trees by making Tree Protection Orders. Statutory protection is also given to trees within Conservation Areas. This Charter seeks to explain the procedures affecting the protection of trees. Access to Planning Information CharterThe Access to Planning Information Charter seeks to describe and explain what planning information is publicly available, and who to contact to obtain the information. It should be read in conjunction with the other Charters on specific parts of the Planning service. Downloads
