City Community Plan

What is the Plan?

A Community Plan for Edinburgh – The Key Challenges for Edinburgh, 2004-2010 sets out the priorities for Edinburgh, agreed by partners in consultation with young people, older people, voluntary groups, equalities groups, people representing different parts of the city and the business community. The Plan helps partners to tackle these priorities and improve the quality of life and public services for people in Edinburgh.

What is in the Plan?

Six strategic aims underpin all partner activities and services:

  • sustainable development
  • listening to communities
  • social justice
  • economic prosperity
  • equality of opportunity
  • social responsibility and citizenship.

There are 10 Key Challenges, based on the aims, for partnership working:

  • provide the best start for children and young people
  • improve educational achievement and promote lifelong learning
  • provide good quality services and facilities for older people
  • tackle disadvantage and discrimination
  • improve transport
  • ensure clean, green and safe neighbourhoods
  • provide affordable housing
  • improve the city centre
  • improve labour supply
  • improve health for all.

An Action Plan contains the main actions and milestones needed to address the Challenges.

New Initiatives

The Edinburgh Partnership has also set six new initiatives to improve services and quality of life:

  • shared service delivery: partners will look at ways of working together to improve and provide services and may share offices and facilities to do this
  • neighbourhood management: to ensure that services are delivered locally and meet community needs to improve, for example, the local environment and community safety
  • investing in prevention: investing in improved education and training, community safety and health for children and young people
  • maximising land use: establishing a partners’ land fund to meet the city’s priority needs for affordable housing, new schools and care homes
  • developing transport: all partner agencies will put in place green transport plans to improve transport around the city
  • shared information: an ‘Information Gateway’ will allow partners to carry out joint surveys and consultations, and share information.

Reporting on Progress

Each year the Edinburgh Partnership will report the progress made on the Key Challenges. It will show what Community Planning partners have done to improve services and quality of life. There will also be detailed reports on each of the Key Challenges and the issues that still need to be tackled.
