Procedures and Guidance
Standing Orders are a series of rules that explain how Council and other formal meetings are run. They explain how votes are taken, set out the types of decisions that will be taken by the Council and by Committees and Sub-Committees, explain the overall budget process, and set out how urgent decisions can be taken. They ensure that the Council works in a fair, consistent and transparent manner.
Scheme of Delegation to Officers explains the roles and responsibilities delegated by the Council to each Head of Service.
Scheme of Delegation - Local Development explains the procedure on how decisions are made on local planning applications.
Financial Regulations give information on the financial administration of the Council, including accounting, reporting, budgets, audit, income, insurance and security of assets.
Protocol for Member/Officer Relations provides guidance on the roles and responsibilities of Councillors and Council employees.
