The City of Edinburgh Council operates under a set of documents that govern and guides the decisions made by the Council and its officers and ensures that robust, clear and accountable organisational frameworks are in place.
Procedural Standing Orders are a series of rules that govern how Council and its committees are run. They detail how votes should be taken, the powers of a Convener and the procedure for motion.
Committee Terms of Reference and Delegated Functions explain the powers of each committee, their quorum and if substitutes are allowed.
Contract Standing Orders are the rules that govern contracts made by or on behalf of the Council.
