There is no requirement for a headstone to mark a grave. This is a matter of choice for the family or executors. The registered owner of the Exclusive Right of Burial or their executor is responsible for any memorial placed and its maintenance.
Any memorial erected on a grave must be constructed and erected by a Memorial Mason approved to work in Edinburgh Council cemeteries, a list of which can be obtained from Mortonhall Crematorium. Memorials must be constructed of natural stone and should not contain wood, plastic or glass.
