Some planning applications are decided under delegated powers authorised by the Council. Officers are appointed by the Head of Planning to carry out this function in accordance with clearly stated and published guidelines. The applications which are determined in this way are usually straightforward small scale applications which have attracted only a small number of material objections, and may include refusal of applications and enforcement action. This brings efficiency and effectiveness to decision making on non-controversial applications.
Planning applications which require to be considered by the Development Management Sub-Committee include those involving complex proposals, which are potentially controversial or which conflict with the policies of the Council.
The Council now has 2 separate schemes of delegation. There is a new statutory scheme of delegation for local developments and a scheme of delegation for all other powers including listed building consent, advertisement consent, legal agreements and enforcement action.
