Building Warrants

Building Warrants - Building Standards

Almost all new building work including building a house extension or installing a new rooflight in an attic through to altering commercial buildings or erecting new buildings needs the granting of a Building Warrant before work starts and the acceptance of a Completion Certificate when work is completed to ensure that it is safe to use and fit for its purpose.

Building Standards ensure that all new or altered buildings comply with the Building Regulations which set the national standards for health and safety. The detailed requirements of each Building Regulation are contained in the Technical Handbooks.

The full legislation covering the building warrant process is available on the Building Standards section of the Scottish Governments website including the Technical Handbooks. Further information on the Certification Register and the Certification process covering Certificates of Design and Certificates of Construction can be found under the section Certification Register. The Certification Register is the only source of information on Approved Certifiers and Approved Bodies in Scotland.

Planning

You should also check the Planning Legislation as some of the work which requires a Building Warrant will also require Planning Permission, details can be found here.

Lothian and Borders Fire and Rescue Service Consultation

For certain buildings section 11 and sections 48 to 50 of the Building (Procedural) (Scotland) require statutory consultation and information sharing with the fire authority for building warrants and any subsequent amendment of warrant.

Full details of which buildings are covered by the consultation are contained in the Procedural Handbook available on the Building Standards section of the Scottish Governments website - in the handbook search for "Fire authorities".

Details of the architectural consultation process with the Lothian and Borders Fire and Rescue Service are available here.
