Corporate Asset Management Strategy 2011-2015

The Asset Management Team have developed the third Corporate Asset Management Strategy 2011 - 2015 summarising information for all Council owned assets, derived from individual departmental plans; Property, Roads, Housing, ICT and Fleet in line with best practice.

The Council's Corporate Asset Portfolio includes

  • The roads and transport network; including 1,400Km of roads, 60,000 lighting units, 402 bridges, 132 culverts, 539 traffic signals, also retaining walls, cycle paths and park and ride facilities.
  • Council housing; consisting of 20,791 properties and land held on the Housing Revenue Account
  • ICT software and hardware; supplied and managed by British Telecommunications.
  • A fleet of approximately 1,000 vehicles and items of plant performing a variety of functions.
  • Approximately 3,800 Hectares of land; largely held on the Common Good Account, comprising mostly open space and parks, as well as allotments, play areas, sports pitches, bowling greens and the Pentlands Regional Park.
  • Operational property consisting of nearly 500 properties supporting council services including schools, care homes, day service facilities, theatres, sport and leisure centres, swimming pools, libraries, community centres, corporate offices, crematoria and monuments etc.
  • Non operational property, consisting of those properties not required for direct service provision including shops, industrial units, business centres, industrial land, workshops, sports and social clubs, offices, and development sites. These properties are retained for their social, commercial or strategic values. This corporate approach has strengthened the links to deliver the Council's Corporate Plan and enabled a structured corporate prioritisation process that aligns available resources with those areas of greatest need.  The Corporate Asset Management Strategy forms part of the Achieving Excellence Programme

The Corporate Asset Management Strategy was approved by the Corporate Asset Management Group in November 2011.  The group has representatives from all departments and was led by the Director of City Development until the recent Council organisational changes implemented on 4th January 2012, whereby the group will be chaired by the Director of Services for Communities.  The strategy document is prepared and managed by the Asset Management Team, in the Corporate Property section within Services for Communities.

An annual progress update report, will be prepared based on the Strategy Matrix format, with a fully revised strategy prepared every 4 years in line with the Capital Investment Programme allocations.
