Property conservation

Since 2 April 2013, the Property Conservation Service is no longer carrying out property repairs. It was replaced with the Shared Repairs Service. This followed extensive consultation and a decision by the Council last year.

Background

The Property Conservation Service intervened where property owners could not reach agreement on repairs to shared areas of tenement type properties. It used legal powers to serve a statutory notice, carry out the repair and bill owners.

Outstanding Complaints

The service has been considering a significant number of complaints from property owners. These have been looked at by a panel made up of staff from Services for Communities and independent consultants. The panel makes a recommendation on whether the complaint is valid and the how it can be resolved. Some cases with common issues are being considered together to ensure a consistent approach We have now completed the first stage of considering the complaints and are working towards a final decision in the coming months. Where necessary, we will meet with owners to discuss this in more detail.

Outstanding bills

We are continuing to send out bills to owners for work which is complete but not yet charged for. All bills are checked by a third party before they are issued and accompanied by a detailed list of the work done. We are still owed a considerable amount of money and are using a debt recovery company to help speed up the billing process. It is important that once you receive a bill, you settle it as soon as possible.
