Finalised Rural West Edinburgh
Local Plan
2003

 

 

A re-finalised version of the Rural West Edinburgh Local Plan was approved by the Council for public deposit on 26 June 2003. This plan, which supersedes the first finalised plan 1999, comprises a Written Statement and a Proposals Map. The Plan conforms to the Edinburgh and Lothians Structure Plan 2015 which was approved by Scottish Ministers on 17 June 2004. The plan may be viewed using the links further down this page. 

 

When adopted, the plan will replace the three local plans currently in force: Queensferry (adopted 1986), Ratho, Newbridge and Kirkliston (adopted 1985) and Currie-Balerno (adopted 1987).

 

Proposed Modifications

The Council has now had time to consider the Inquiry Reporters’ report into objections to the Finalised Rural West Edinburgh Local Plan (see link lower down page). It has decided to accept most of the Reporters’ recommendations and modify the plan accordingly. These modifications along with pre-inquiry modifications (February/June 2004) are included in a schedule of ‘Proposed Modifications’ which may be viewed by clinking on the link below. A further link to the Council’s ‘Statement of Decisions on the Inquiry Reporters’ Recommendations’ is also provided. This incorporates the Committee report dated 3 November.

 

The ‘Proposed Modifications’ have now been advertised and are on deposit for an eight week period to allow formal objections. Those members of the public wishing to object should do so using the form below (see link). This should be returned to the address at the bottom of the form. Additional forms may be obtained from Planning Reception at 1 Cockburn Street, Central Library and libraries throughout Rural West Edinburgh. These should be returned no later than 13 January 2006 .

Objection Form

 

If objections to the ‘Proposed Modifications’ are received, the Council may only afford objectors the opportunity of appearing at a further Public Local Inquiry if their objections relate to new matters not previously considered at the public local inquiry already held. Since all the proposed modifications arise out of issues already discussed at that inquiry it is not anticipated that any objection need give rise to a new one.    

 

If no objections to the ‘Proposed Modifications’ are received, the Council may proceed towards adoption of the plan.  This is expected to take place towards mid 2006.

 

Local Plan Inquiry Reporters’ Recommendations

Those objections to the finalised plan, or to the modifications, which were not withdrawn were considered at a local plan inquiry by independent reporters from the Scottish Executive Development Department Inquiry Reporters Unit .The inquiry was held between 29 November 2004 and 22 April 2005 at locations throughout Rural West Edinburgh and in the City Chambers.

 

On 26 August 2005 the Council received the Report of Public Local Inquiry into Objections to the Rural West Edinburgh Local Plan. The Report contains recommendations made by the Scottish Executive Reporters in response to all objections made and not withdrawn to the finalised Rural West Edinburgh Local Plan.

 

The Reporters decided to accept the Council's position in response to the majority of objections. However, there are instances where changes to the finalised plan are recommended.
