In 1997, following the conviction in the High Court of two former employees of Lothian Regional Council for offences committed in two former Council-run children's homes and the voluntary-run Dean House in 1970s and 1980s, the Council's Policy and Resources Committee set up a formal, independent inquiry under the provisions of Section 6 (b) of The Social Work (Scotland) Act 1968.
The inquiry team, chaired by Professor Kathleen Marshall and including Cathy Jamieson and Alan Finlayson, had a remit to:
| • | investigate whether complaints made by victims were properly handled in the past. |
| • | investigate the adequacy of the procedures currently in place to protect children against abuse and |
| • | determine what further safeguards may be needed. |
On 4 February 1999, the formal findings of the inquiry were presented to a full meeting of the City of Edinburgh Council. The summary of the report (approx 60 pages) and the main report (approx 286 pages) are available to download here.
