The Edinburgh Inquiry into Abuse and Protection of Children in Care

In 1997, following the conviction in the High Court of two former employees of Lothian Regional Council for offences committed in two former Council-run children's homes and the voluntary-run Dean House in 1970s and 1980s, the Council's Policy and Resources Committee set up a formal, independent inquiry under the provisions of Section 6 (b) of The Social Work (Scotland) Act 1968.

The inquiry team, chaired by Professor Kathleen Marshall and including Cathy Jamieson and Alan Finlayson, had a remit to:

investigate whether complaints made by victims were properly handled in the past.
investigate the adequacy of the procedures currently in place to protect children against abuse and
determine what further safeguards may be needed.

On 4 February 1999, the formal findings of the inquiry were presented to a full meeting of the City of Edinburgh Council. The summary of the report (approx 60 pages) and the main report (approx 286 pages) are available to download here.
