Policy Statement
"To pursue energy efficiency in the design, maintenance and management of Council owned buildings, to raise awareness and promote good practice amongst all staff and users and to promote the benefits of energy efficiency throughout the City".
Policy Aims
To Reduce Energy Consumption In Council Properties Thereby Minimising Expenditure And Reducing Environmental Pollution Particularly Co2 Emissions;
Targets
- To reduce energy consumption by a minimum of 15% by 2005 based on 1990 levels*
- To reduce CO2 emissions by a minimum of 30% from Council properties based on 1990 levels by 2005
- To manage and promote an appropriate Energy Investment Programme which aims to invest 10% of energy spend on efficiency measures as per Accounts Commission recommendations
- To reduce the emissions of other pollutants from Council properties
- Publish annual Performance Improvement Targets
*Subject to future Council policies which may affect energy consumption
To Ensure That Energy Is Consumed In Council Properties With Maximum Efficiency;
Targets
Develop a rolling programme of site energy audits by September 2000
- Develop a series of Codes of Good Practice and Procedures for use in energy management by July 2000
- Review all tariffs and energy supply contracts by August 2000
- Ensure that the systems for the collation and monitoring of data are efficient and priorities are put in place for low cost/quick return measures by January 2001
- Develop a system for the ongoing monitoring and reporting of the energy performance of Council properties by January 2001
- Publish regular management reports on costs and consumption and review energy efficiency targets with individual departments on an annual basis as a minimum requirement but more regularly if required
To Assess Energy Implications And Implement Energy Budgeting Measures At All Stages In Construction And Maintenance Works;
Targets
Develop and implement a policy on energy use in refurbishment and maintenance works by September 2000 to maximise the rate of financial return for the Council
- Develop and implement a policy on energy use in new buildings and major projects by September 2000 to maximise the financial rate of return for the Council
- Develop a system for the introduction of energy efficiency criteria into capital expenditure for all new projects and existing projects by April 2001
To Evaluate And Adopt Where Practicable, Alternative Renewable Energy Sources And Building Design Technologies For Council Buildings And Review Energy Recovery From Waste;
Targets
To carry out a scoping study by January 2001 into the potential and benefits for renewable energy within the Council
To carry out a scoping study by October 2000 into the potential for reducing the environmental impact of fuels used by all Council vehicles
Assess the procurement opportunities for alternative energies
Assess the impact of the Climate Change Levy on the Council by December 2000
Evaluate opportunities for using energy from waste products by April 2001
To Achieve Awareness Of Energy Use, Management And Design, And Promote A Lead In Setting Standards Of Good Practice Within The Council;
Targets
Implement a programme for raising awareness with all Council staff by July 2000
Develop a training programme by August 2000 for senior management and staff with responsibility for energy monitoring
Develop an energy awareness leaflet for all Head Teachers by November 2000

Introduce energy awareness into all induction programmes for new staff
To Liaise With And Develop Partnerships With Council Departments, Other Councils And External Agencies In The Implementation Of The Policy
Targets
To establish an Energy Forum for the Council by August 2000
To develop a partnership approach with the Central Purchasing Services to provide the necessary data and technical advice or tender contract specification for energy procurement and also to appraise the tender returns to ensure the maximum cost benefit to the Council
To establish a network of departmental energy officers by September 2000
To establish an energy management system within the Council by February 2001
To develop partnerships with schools evaluating energy conservation and linking into the 5-14 curriculum
- To respond to the Government’s Climate Change Consultation Report by June 2000
- To continue to participate in the Scottish Energy Managers Group
- To promote the Council’s policies on energy with other organisations, agencies and the public
and develop partnership projects
Implementation
The action plan will be implemented by the Sustainable Development Unit and The Energy Management Unit in the Department of Corporate Services. Other targets will involved all departments.

Performance Indicators
A number of performance indicators will be used to indicate whether improvements are being made with respect to the energy policy and targets. These will include:
- Energy and fuel consumption per annum
- Percentage of annual energy expenditure invested in reducing consumption
- Achieved rate of return on investments in improving energy efficiency
- Number of key staff given energy training
