The Rural West Edinburgh Local Plan was re-finalised in 2003 to conform to the
Edinburgh and Lothians Structure Plan 2015 which was approved by Scottish Ministers on 17 June 2004. The plan, which comprises a Written Statement and a Proposals Map, is now at an advanced stage in its progress towards adoption. Once adopted, it will replace the three local plans currently in force: Queensferry (adopted 1986), Ratho, Newbridge and Kirkliston (adopted 1985) and Currie-Balerno (adopted 1987).
Those objections to the re-finalised plan or to the modifications which were not withdrawn were considered at a local plan inquiry by independent reporters from the Scottish Executive Development Department Inquiry Reporters Unit. This was held between 29 November 2004 and 22 April 2005. On 26 August 2005 the Council received the Report of Public Local Inquiry into Objections to the Rural West Edinburgh Local Plan. Notice of Intention to Adopt
The Council has prepared a Notice of Intention to Adopt in respect of the Rural West Edinburgh Local Plan. Advertisements are being placed in The Edinburgh Evening News and The Scotsman on the 24th and 31st March 2006.
On 9 March 2006 the Council decided not to accept any of the objections to the proposed modifications to the plan following the deposit period which was held between November 2005 and January 2006. This was on the basis that none related to matters not already dealt with at the public local inquiry. There is, therefore, no requirement to hold a further public inquiry and the Council is proceeding towards adoption.
A link to the consolidated version of the plan, incorporating the various sets of modifications already approved by the Council together with minor changes which were added to provide greater clarity, is provided further down this page. Certified copies are also available for inspection at Planning Reception at 1 Cockburn Street, Central Library on George IV Bridge and in libraries throughout the Rural West Edinburgh area.
Next Steps
The Council intends to submit a certified copy of the plan in its current form to Scottish Ministers on 27 March, after which follows a 28 day period when they may instruct the Council not to adopt the plan or may direct that the plan be submitted to them for formal approval. After this period has elapsed, and provided there is no such intervention by Scottish Ministers, a resolution will be sought from the full Council on June 1 2006 to formally adopt the plan. The legislation then provides for a further period of six weeks during which any challenge as to the validity of the plan would have to be directed to the Court of Session.
