North East Edinburgh Local Plan Alteration

The North East Edinburgh Local Plan was adopted on 30 April 1998. It contains the Council’s policies and proposals for the development and use of land in the north east of the City - including the communities of Leith, Portobello, Newhaven, Trinity, Craigentinny, Northfield, Willowbrae and Joppa. Following a review of the Local Plan in 2000, this Alteration introduces certain changes to reflect changing development opportunities in the area and to bring the Local Plan up to date.

The proposed North East Edinburgh Local Plan Alteration (NEELPA) was approved by the Planning Committee for public deposit on 30 January 2001. The deposit period ran between 16 March and 27 April 2001, during which time some 48 objections were made to the Alteration. In March 2002 the Council held a public local inquiry to deal with these objections, and in August 2002, following consideration of the inquiry report, the Planning Committee approved a list of modifications to be made to the Alteration. These modifications were placed "on deposit" between August and October 2002 and four further valid objections were received, all relating to affordable housing. These objections were considered at a second public local inquiry held in February 2003. Following consideration of this second inquiry report, the Committee agreed a further modification to the Alteration in June 2003, which was placed on deposit between 11 July and 22 August 2003. No further objections were received.

At its meeting on 2 October 2003, the Planning Committee therefore agreed to initiate procedures to adopt the Alteration in this form, and to recommend to Full Council to adopt the Alteration once the regulatory requirements have been gone through. Full Council duly adopted the Alteration on 22 January 2004. The legislation now provides for one further period of deposit for six weeks, during which any questions as to the validity of the Plan must be addressed to the Court of Session.

Thereafter the intention is to republish the North East Edinburgh Local Plan as a whole, incorporating the Alteration.

The full North East Edinburgh Local Plan as adopted in 1998 is currently unavailable electronically. The Alteration must therefore be read in conjunction with the existing printed version, copies of which are available as described in the Local Plans page.
